Mission:
The Richmond Redevelopment and Housing Authority (RRHA) is dedicated to providing safe and affordable housing for low-income families, seniors, and individuals with disabilities. RRHA works to build vibrant, inclusive communities and support residents on their path to self-sufficiency.

Housing Programs

• Public Housing Program: Offers affordable rental housing in managed communities for eligible low-income individuals and families.

Community and Economic Development

• Richmond Development Corporation (RDC): Secures funding for regional solutions in affordable housing, economic development, and job creation.
• Section 3 Program: Promotes employment and contracting opportunities for low-income residents and businesses.

Service Area and Eligibility

RRHA primarily serves the City of Richmond but offers programs such as the Housing Choice Voucher Program with portability, which may be accessible to residents of Louisa County and surrounding regions, depending on program guidelines and voucher portability agreements. Eligibility for housing programs is based on income and other federal or local criteria.

Governance and Public Engagement

RRHA is governed by a board of commissioners appointed by the Richmond City Council. The board meets monthly and meetings are open to the public, allowing for community input and transparency.
