About This Service

Mission:
The Better Housing Coalition (BHC) is Richmond’s largest not-for-profit community development corporation, dedicated to creating high-quality, affordable housing and revitalizing neighborhoods throughout the Greater Richmond area, including Chesterfield, Henrico, and Petersburg. BHC’s mission is to build and sustain vibrant communities by providing affordable homes and empowering residents to reach their fullest potential.

Housing Services

  • Rental Communities: BHC operates 15 multi-family rental communities, including eight specifically for low-wealth seniors, totaling 1,500 rental units. These communities are professionally managed and designed to be attractive, environmentally friendly, and service-enhanced to meet diverse resident needs.
  • Single Family Homes: BHC has built or renovated and sold over 200 single-family homes to first-time home buyers, focusing on affordability and quality.
  • Senior Communities: Specialized housing options are available for seniors, supporting aging in place with dignity and security.

Community Revitalization

  • Neighborhood Restoration: BHC revitalizes historic neighborhoods and develops new ones, collaborating with residents to ensure developments fit the character and needs of each community. Efforts include new construction, rehabilitation of existing structures, and adaptive reuse of commercial or manufacturing buildings.
  • Mixed-Income, Mixed-Use Developments: BHC employs a mixed-income, mixed-use model, combining affordable and market-rate housing with commercial and office spaces to foster healthy, self-sustaining neighborhoods.
  • Sustainability: All developments prioritize eco-friendly materials, energy-efficient systems, and sustainable landscaping to minimize environmental impact and reduce utility costs for residents.

Resident Support & Empowerment

  • Service-Enhanced Communities: BHC provides residents with access to programs and tools that support personal and economic growth at all life stages.
  • Homebuyer’s Club: Educational resources and support for individuals and families seeking to purchase their first home.
  • Founders’ Scholarship Program: Opportunities for residents to pursue higher education and career advancement.

Who They Serve & Eligibility

  • Target Population: Individuals and families with incomes generally between 50% and 60% of the area median income (AMI), including working families, seniors, and those in entry-level professions such as retail, healthcare, education, and public service.
  • Service Area: While BHC’s primary focus is the Greater Richmond region, its programs and housing opportunities are accessible to residents from surrounding counties, including Louisa County, who meet eligibility requirements.

Since 1988, BHC has invested over $200 million in neighborhood revitalization, contributing to economic vitality, increased property values, and improved quality of life for thousands of residents. BHC also actively combats myths about affordable housing and advocates for policies that support housing equity and community well-being.
